Legend has it that a group of thirteen people, called the thirteen Orchi (Troözz' Orchi in the dialectal form), returning from a pilgrimage to the island of San Giulio, has founded the first nucleus of the city, on the shores of the Auguste. The same legend also tells the origin of the tapulon, the typical dish of the city, built with the poor ingredients that the group had available: the flesh of the only donkey that brought their bags, the wine and little more.

The first official name of Borgomanero is Burgus Sancti Leonardi, or Borgo di San Leonardo. This name derives from the church of San Leonardo, which presumably dates back to the years between 1125 and 1150. From the Charter of Romagnano of 1198 we know that at the time Borgo San Leonardo already enjoyed the title of a Franco village, that is, a village free of SERVile services, outside the communal jurisdiction that also maintained a certain authority and influence.

Church of San Leonardo. The so-called Borgomanero instead derives from Giacomo Mainerio (Jacobus de Mayneriis), which was the possession of Novara between 1193 and 1194. Mainerio considered this place the most suitable place to create a stronghold between Sesia and Ticino and imposed his name, replacing that of Borgo San Leonardo. The construction of the new village almost certainly involved the demolition of the inhabited of San Leonardo, whose church, still preserved, remained external to the walls, perhaps according to the function of a cemetery church; the new inhabited was redesigned on the model of the Roman civitas.
Later the village continued to grow in importance and resisted several sieges in the war between Visconti and Paleologists from the fourteenth century. Borgomanero lost a part of his autonomy when the dukes of Milan gave it as a feud first to the Tornoelli (1412 - 1447) and after the Trivulzio (1466-1548).
In 1449 it was involved, for its position, in the fight between the Duke Ludovico di Savoira and Francesco Sforza and its surroundings were the theater of a battle won by the Lombard troops captained by Bartolomeo Colleoni.
